Even though the levels are supposedly not enough to be concerned with, I believe that the decision should be up to the people that wear the lipstick daily; multiple times a day.  Personally I don't think it's a huge ordeal, unless you use the top lead-laden lipstick (Maybelline's Color Sensational in Pink Petal) since it contains around 7.19 lead parts per million (ppm)*.  If you use this multiple times throughout the day then it can begin to add up, especially with other acceptable amounts of lead exposure in other products and goods.
